Why is it that catastrophe always seems to hit impoverished and under-developed nations?

Guatemala, Honduras and El Salvador were hit with a massive tropical storm that killed 115 people.  Guatemala suffered the worst devastation with 92 of the total deaths and another 54 missing and 59 injured.

The picture above took my breath- a sink hole caused by the storm swallowed a three story building and a house.

It left me wondering if the people that inhabited or worked in these structures had time to get out.  News sources have neglected to provide that information.

While I have a hard time praying as I do not adhere to religious practices, my thoughts and positive energy goes out to those affected by this tragedy.
